Discuss and consider delaying the development of any additional cruise ship infrastructure until the Board has had an opportunity to fully assess the impact on the Port and the Galveston community of Cruise Terminal 16, once that terminal has been operational for 2 full years. This would not preclude improvements or enhancements to the existing cruise terminals and piers, provided those improvements were not intended to increase the cruise ship docking capacity they were originally designed for - Trustee Moore and Trustee Yarbrough
