UM, AS YOU CAN SEE, WHAT WE'VE GOT GOING ON HERE, I MEAN, WE'RE WELL INTO THIS, UH, WE'RE HAVING SAFETY MEETINGS WITH THE COAST GUARD. I THINK IT WAS A MEETING YESTERDAY WITH THE COAST GUARD AND, AND HOW WE'RE GONNA HANDLE SECURITY ON THE, UH, PARTY ON THE PIER. THAT'S IN ADDITION TO THE 48 MILLION, UH, THAT RECEIVED IN WORK PLAN. AND THE 10 MILLION CARRY OVER FROM 2024. SO WE ROUGHLY HAVE ABOUT $76 MILLION FOR 2025 AND 2026 TO MAINTAIN THE HARBOR. THAT IS SUFFICIENT. I WILL SAY THE 18 MILLION THAT WE DID GET IS GOOD, UH, BUT WE DID PUT IN FOR 29 MILLION. SO IT'S A LITTLE BIT LESS. HOWEVER, THAT IS SUFFICIENT. YOU KNOW, THAT'S A HUGE PROPOSITION SOMETIMES IS MATERIAL SELECTION OR, OR, SO THAT'S BASICALLY WHAT THE PROCESS OF VALUE ENGINEERING IS, IS WE HIRED AN ENGINEER TO, TO GIVE US THE BEST SOLUTION THAT WE COULD, AS CLOSE TO THE BUDGET AS WE COULD GET IT. AND SOMETIMES THEY'RE OFF. SO THEN WHAT WE DO IS WE ENTER INTO VALUE ENGINEERING. AND VALUE ENGINEERING CAN INCLUDE CONTRACTORS, IT CAN BE, UM, US OURSELVES, OR IN THIS CASE, WE, THEY, UH, THERE'S, THERE'S A, UH, PROJECT BUDGET, UH, FIRM THAT, THAT WAS PART OF THE TEAM THAT WENT THROUGH. DO WE PAY THEM EXTRA TO VALUE ENGINEER? IN THIS CASE, THERE WAS A, A NOMINAL FEE THAT WE PAID VA SUB THAT DID THE BUDGETING ON THIS PROJECT TO, TO GIVE US SOME ADDITIONAL BUDGET, UM, CLARITY ON IT. AND I GUESS MY FRUSTRATION IS WE HIRE AN ENGINEER MM-HMM . MOST TIMES WE, WE, WE KNOW WHAT OUR BUDGET IS. WE KNOW HOW MUCH MONEY WE HAVE AVAILABLE. WE GOT A GRANT, WE GOT LOCAL MATCH, WE GOT $6 MILLION. BUT YOU HIRE AN ENGINEER TO DO THE PROJECT, THEN THEY DESIGN A PROJECT THAT'S $12 MILLION, KNOWING WE ONLY HAD SIX, THEN THEY WANT TO CHARGE YOU MONEY TO VALUE ENGINEER TO GET THEIR PROJECT DOWN TO OUR BUDGET. IT JUST SEEMS LIKE A BAD WAY OF DOING BUSINESS. I MEAN, DO WE KEEP TRACK OF THESE ENGINEERS WHO KEEP PUTTING OUR PROJECTS? I MEAN, I, IT JUST SEEMS LIKE IT'S SELF-PROMOTING. YEAH. I DON'T WANT TO INSINUATE ENGINEERS OR NEAR AS BAD AS LAWYERS , BUT IT'S A SIMILAR, AND I, IN THIS, IN THIS CASE, UM, UH, ONE OF THE THINGS THAT, THAT, THAT, THAT, THAT THE FEE THAT WE AGREED TO PAY, UH, VA WAS NOT TO VA THEMSELVES. IT WAS ACTUALLY TO THEIR COST ESTIMATING SUB THAT THEN TOOK THESE IDEAS THAT WE HAD THOUGHT OF ON HOW WE CAN REDUCE THE SCOPE AND TRIED TO PUT A VALUE, A VALUE WITH EACH. YEAH. AND I LIKE THE VALUE ENGINEERING CONCEPT. I JUST, AND I DON'T KNOW IF WE PAY FOR VALUE ENGINEERING SERVICES ON EVERY DEAL OR NO DEAL. NO, NO. NOT, NOT, NOT TYPICALLY. I MEAN, I MEAN, THAT IS ONE, THAT'S WHAT I WANTED TO UNDERSTAND, BECAUSE I DON'T WANT TO LIKE THE ENGINEERING COMMUNITY NOT MORE. YOU SAID IT WAS A NOMINAL FEE? WHAT WAS THAT? WHAT WAS IT? I WANT TO, OH, UH, IT WAS RIGHT AROUND, UH, $10,000, [00:20:01] I THINK. AND WE PAID FOR IT OUT OF THE, UH, CONSTRUCTION ADMINISTRATION PORTION OF THE CONTRACT. SO 10,000 IN ORDER TO TRY TO SAVE MILLIONS. IT'S, THERE'S A SET OF THINGS THEY CALL EM VALUE IMPROVING PRACTICES, WHICH IS ACTUALLY A BODY OF WORK. THERE'S ABOUT 12 OF THEM, I THINK, THAT YOU CAN APPLY ON PROJECTS AND YOU DON'T NECESSARILY DO 'EM ON EVERY PROJECT, BUT IT, IT'S A REALLY, LIKE JEFF SAID, IT'S A DEEPER DRILL INTO HOW TO, WITH, WITH ALSO THE COST ESTIMATING PART. AND I THINK PART OF WHAT WE GOT INTO HERE WAS JUST SCOPE OF WHEN THAT, WHEN THAT WAS ESTIMATED AND TIMING AND SCOPE VERSUS WHAT WE ENDED UP WITH WAS PROBABLY SOMEWHERE IN THERE. WE, WE LET IT GET A LITTLE MORE TAJ AL WE LET IT GET A LITTLE MORE, YOU KNOW, THE SCOPE CREEP AND THINGS GOT IN THERE AND IT JUST MADE IT MORE EXPENSIVE.
